School Superintendent

The Superintendent of Schools oversees Billerica's public schools under the School Committee. The March 1890 town meeting voted to employ a superintendent under Chapter 431 of the Acts of 1888, and Billerica joined a superintendency union with neighboring towns: George M. Wadsworth of Quincy was the first, giving Billerica about a third of his time. From March 1894 the union was Billerica, Bedford, Burlington and Lincoln; in 1899 the town formed a new union, by about 1905 it was the Billerica-Pepperell School Union, and after Pepperell withdrew in 1909 Billerica joined with Stoneham until Superintendent Charles E. Stevens died in March 1910. From 1915 Eugene C. Vining served as both Superintendent and principal of Howe High School. During World War II Superintendent Harold D. Chittim took a military leave, and the retired Vining returned as Acting Superintendent until April 1946; when Chittim resigned on December 1, 1946, high school principal Cyril D. Locke became Acting Superintendent until Edwin A. Martinson was appointed in 1947.
